Scholarships for Parliament Members – A Bribe in Disguise
Recalling the Jordanian government extravagance regarding MP salaries prior to passing decisions of raising fuel prices,
the policy of coaxing parliament members continues , this week MPs were granted scholarships , 10 for each member, each is worth 360 JD. The gross total of these grants is close to 400000 JD. This takes place shortly before discussing new legislations regarding budget allocation for university education , and in spite of frequent complaints heard from university presidents and the minister of education of education budget deficit and scarcity of student support funds resources.

    Tunisia

    Judicial Decision to Prolong The Crisis of Human Rights Association
    The court of second instance upheld the ruling of the first instance court annulling the fifth conference of Tunisian Association for Defending Human Rights (held in 2000) ,hence voiding all issued decisions and subsequent results. The court bound the elected board to reorganize the conference within one year. In the years 2005, 2006, the court prevented the board from holding the sixth conference or doing any relevant preparations. The case was filed against the association by 4 board candidates in close relation with the government.

    Syria

    Releasing the Activist Mahmoud Eissa
    After serving a 3-year prison sentence ,convicted of weakening the national sentiment, the political prisoner Mahmoud Eissa was eventually released .
    Mahmoud was arrested on 15\5\2006, having signed to the "Damascus -Beirut Declaration" along with 134,000 Syrians requesting reforming the relations between Syria and Lebanon and restoring the diplomatic relations.
    In November 2008, the appeal for sentence reduction was refused by the Syrian cassation court.

    Iraq

    A Call for Improving Press Work Conditions
    The Iraqi prime minister Nour Al-Maleky received a letter from Journalist Protection Committee and the Iraqi Press Freedom Watch. Both entities requested improving press work conditions in Iraq and asked the prime minister to push on the American forces and insist on them respecting the Iraqi courts rulings.

    The letter expressed
    1. Utmost condemnation of terror acts , assaults and intimidation attempts against Iraqi journalists.
    2. A demand to take to court those who commit such assaults which can be at times, killing Iraqi journalists.
    3. A request to the government to stop initiating judicial proceedings against journalists and papers due to political reasons.
    4. Suspending the penal code of year 1969 and all items disproportionally convicting press work misdemeanors.
    5. Guaranteeing that all laws abide with international standards of freedom of expression.

    Youngman Deceased in a Detention Centre
    Haytham Abd Allah Abd Al Rahman Amr was found dead in a detention centre of the Palestinian intelligence in Beit El Roush, in Al-Khalil ,West Bank. There are doubts that he has been tortured. Palestinian authorities claimed that the detainee jumped off a window in the second floor in an attempt to escape, that led to fatal pulmonary hemorrhage. The deceased worked as a nurse in public clinics in Beit El Roush, Al Fouqa and Deir Al Asal villages . He was also a board member of the Islamic Charity organization.

    Enforced Disappearance Victims
    Families of deceased detainees in Al Baydaa are at the risk of death threats expressed by the Chief of interior security of the city.
    Security services are pressuring the families of Mohamed Younis BoKarim and Farrag Hussein Al Mansoury , two deceased political detainees, to accept material compensation and waive all rights.

    Egypt

    Immediate Release Order for Mossaad Abu Fagr
    Adminstrative court of Egypt suspended the decision of the minister of interior to arrest Mossaad Soliman Hassan , known as Mossaad Abu Fagr , an explicit immediate release court order. The court charged the ministry all expenses of litigation and referred the case to the board of state commissioners.
    Abu Fagr was arrested in 26\12\2007 and was charged by the call for the secession of Sinai. The court sentenced him innocent and ordered immediate release .However, under marshal laws, he was kept in prison. The security authorities issued an arrest order in March 2008.Though the court ordered immediate release of Abu Fagr several times yet the authorities would re-arrest him shortly after setting him free.

    In Solidarity with “Mashaal” Newspaper
    Civil society activists are calling for petition signing from all human right activists to support “Mashaal” newspaper and the Moroccan organization for human rights.
    The paper and the organization both are facing insults and libel lawsuits filed from the so called organization for defending “Amahzoon” family. On its issue #191, the paper published a review of the “scandals of the King’s aunts”. The review included a dialogue about the King’s aunts, who belong to “Amahzoon” family, with Mostafa Atharaa, manager of the Moroccan organization for human rights office in Al Khonaifra. The prosecutor requested material compensation and preventing Idris Shehtan , editor –in- chief of the paper from press work.

    Independent Papers Banned
    Yemeni government is misusing its authorities to subjugate all state institutes in order to manipulate and stand against independent press.
    Since May 2008, Al- Sharea and Al –Nedaa, two independent papers, were banned due to confiscation and restraining measures taken by ministry of information to bar and contain independent press. Public print house “Al-Thawra” would take ministry decisions as a pretext for not printing both papers.

    Al-Arabyia Channel Office Closed Down
    The Iranian authorities decided to close down Al-Arabiya channel Office in Tehran. Ministry of guidance verbally informed the channel administration , MBC, that Tehran office will be closed for one week, without giving reasons for such an arbitrary decision.
    This measure comes after less than year of expelling the manager of Tehran office of the same channel out of Iran.

    ANHRI Statements
    The Arabic Network for Human Rights Information (ANHRI) condemns the detention of the writer , Abd Al-Monem Monieb by state security officers at Cairo airport for 45 minutes ,there by missing his flight to Lebanon . He was supposed to appear on a TV interview to discuss his book "A Map of the Islamic movements in Egypt" that was published by ANHRI.
    In his book , Abd Al-Monem monitors the evolution and development of the Islamic movements in Egypt. Monem also writes articles in Al-Dostor paper about how the Egyptian security authorities deals with members of Islamic groups, when in jail and after they have been released.
